Why is the formula =IF(B17>10,"B17*.5",IF(B17<=10,"5*1"))

producing "B17*.5" and not calculating what the product of cell B17 and .5 is?

I need to create a formula that says "If Cell A's number is 10 or less, Cell B is '5' and if Cell A's number is greater than 10, Cell B is half of Cell A"
