I am trying to figure out how to configure a formula (I believe it will be a combination of MATCH and VLOOKUP) to get results out of the following chart. The difficult part about the formula is that it will have three drop downs:

County
Persons
Percentage

Between these three options, I want Excel to return the corresponding cell.
